The perfect height for a standard sized wall #painting or frame would be so that the middle of the painting falls on eye level, and that translate into anything between 160-175 cm from floor level to the horizontal center of the wall piece.

Related to that, if it's a set of pictures or a #collage arrangement the same applies considering the center of the set or arrangement.

There exceptions of course, like when the painting, collage, or set is too big and will take much of the wall anyway, or on unorthodox walls and surfaces, or simply when the designer is going for a specific effect. My advise was basically in general and for usual day-to-day situations let's say! ;)
